Inception and Early Development

This material traces the development of the project from before Glasgow 1999, when an attempt was made to establish interest within the housing association movement for a public spaces programme. The material then traces the various events and processes which led to the submission to the Millennium Commission. Project Development 1997-1998

All application forms are in DC 028/7/3/2. Project Development includes associated correspondence and activities and cost information to the application to the Scottish Arts Council. At this point Eleanor McAllister took over the running of all capital projects, and commissioned Rock DCM to manage the Millennium Spaces project and contracts. This was for internal funding reasons and economy of scale. This had the effect of leaving only the commissioning role with the housing association, when it would usually have also carried out the project management as well. See also Capital Projects and Rock DCM. Subsequent reversals in the funding application necessitated project reconfiguration. The first Scottish Arts Council response led to the 11 spaces being divided into 2 phases with 5 in the first phase and 6 in the second - "quality and deliverability" determined this structure. However, the European Regional Development Fund application was made for eleven spaces with the assumption that the revised plan would be acceptable. The European Regional Development Fund application failed, leaving Scottish Homes to provide the additional Phase One funds to deliver one space for each of Glasgow's quadrants, and European URBAN funds were obtained to allow the Hawthorn project to go ahead making five in total. Project Development and Implementation 1998-1999

A key element of the Millennium Spaces programme was the degree of ownership and understanding that was developed in the local communities. In particular, the Scottish Arts Council were very keep to ensure that the final programme was an integral part of the award. This issue was one of the major challenges that faced the team and there seems to have been some debate over its success.
