Project Implementation 1999-2000 and legacy issues
Part of Records of the Glasgow 1999 Festival Co Ltd, Glasgow, Scotland
General documentation of the progress of the projects is held in the Capital Projects record series and /or ROCK DCM's own records. Documentation on the day-to-day issues that required attention, such as vandalism or the future maintenance of the schemes, rest with Glasgow City Council Land Services. However, a series of proposals relating to future initiatives and management mechanisms is recorded. By the time Glasgow 1999 Festival Company wound up its business in 2000, the Graham Square Site (Molendinar Park Housing Association) was still unfinished. Project management of this and all projects until the final account stage, rests with Rock DCM. Includes: DC 028/7/3/6/1 Correspondence with Rock DCM and the Glasgow Development Agency & Rock DCM project status reports (1997-2000) 7 folders; DC 028/7/3/6/2 Visual Arts Projects (1996-1999) 1 folder; DC 028/7/3/6/3 Maintenance and ongoing issues (1998-2000) 1 folder; DC 028/7/3/6/4 Legacy Issues (1998-2000) 1 folder.

Project Development and Implementation 1998-1999
Part of Records of the Glasgow 1999 Festival Co Ltd, Glasgow, Scotland
A key element of the Millennium Spaces programme was the degree of ownership and understanding that was developed in the local communities. In particular, the Scottish Arts Council were very keep to ensure that the final programme was an integral part of the award. This issue was one of the major challenges that faced the team and there seems to have been some debate over its success. Includes: DC 028/7/3/5/1 Marketing, Education and Outreach (1998-1999) 1 folder; DC 028/7/3/5/2 Marketing Individual Housing Associations (Govanhill; Whiteinch; Hawthorn; Saracen: Springburn and Possilpark; Woodlands) 7 folders and 3 A3 outsize pages.

All application forms are in DC 028/7/3/2. Project Development includes associated correspondence and activities and cost information to the application to the Scottish Arts Council. At this point Eleanor McAllister took over the running of all capital projects, and commissioned Rock DCM to manage the Millennium Spaces project and contracts. This was for internal funding reasons and economy of scale. This had the effect of leaving only the commissioning role with the housing association, when it would usually have also carried out the project management as well. See also Capital Projects and Rock DCM. Subsequent reversals in the funding application necessitated project reconfiguration. The first Scottish Arts Council response led to the 11 spaces being divided into 2 phases with 5 in the first phase and 6 in the second - "quality and deliverability" determined this structure. However, the European Regional Development Fund application was made for eleven spaces with the assumption that the revised plan would be acceptable. The European Regional Development Fund application failed, leaving Scottish Homes to provide the additional Phase One funds to deliver one space for each of Glasgow's quadrants, and European URBAN funds were obtained to allow the Hawthorn project to go ahead making five in total. Originally a total of 14 housing associations and a development trust had been included in the application. Following the rejection of funding by the Millennium Commission only the 12 projects that were judged to have the best chance of funding from other sources were put forward. The principle alternative source of funding that were identified was Scottish Homes. The project finally proceeded with eleven schemes after Faifley withdrew. Inception and Early Development
Part of Records of the Glasgow 1999 Festival Co Ltd, Glasgow, Scotland
This material traces the development of the project from before Glasgow 1999, when an attempt was made to establish interest within the housing association movement for a public spaces programme. The material then traces the various events and processes which led to the submission to the Millennium Commission. From the outset, several values underpinned the project: - Local Ownership, via the community based housing association movement - The integration of artists into the design team - Visual Art Projects had a central role throughout in commissioning and sustaining the artists - Ambitious new attitude to designing the public realm Includes: DC 028/7/3/1/1 Background Infromation, Organisational Structure, Summary Chronology, Contacts List, Contracts (c1996-1998) 1 folder; DC 028/7/3/1/2 Project Antecedents (1995-1996) 1 folder; DC 028/7/3/1/3 Details of Study Tour to Barcelona April 1996 (details) (1996) 1 folder; DC 028/7/3/1/4 Inaugural Event June 1996, the Briggait, Glasgow (invitations to participate in the scheme).
